and WIC offices are located in a new, near-downtown office
building; a homeless shelter is at a comfortable,
well-maintained neighborhood house; and the Head Start program
hosts four classrooms at one site, a former medical doctor's
complex. Recently, a new free health clinic was opened in the basement of a major downtown
